• Value of educating language minority students is low.
• English as a second language (ESL) programs are poorly funded and staffed.
• Technology is almost nonexistent.
• ESL teachers often have less education than mainstream teachers.

Purpose

To provide an effective and valuable professional development program for ESL teachers.

Procedure

To develop a professional development program using an action research model.
